European Space Agency test card.
The European Space Agency is responsible for launching satellites from Kourou in French Guiana. This test card appears on 19.2E a couple of days before a launch is due. At the time of writing, 12552V is used (the Astravision 2 channel). Full ESA TV schedules are available here.
This test card was used in October 2005 prior to the launch of the "Venus Express" probe on the 8th.
