Late 2004, and Open Access 2 appears on 28E. Hardly ever on air, this card is regularly seen, and was grabbed mid December 2004. The station operates on a "for hire" basis - broadcasters can buy airtime on it to try different formats out. However at the moment, its so infrequently carrying programming you have to say its a waste of a valuable epg slot!
